The short answer
Spillway checks whether the connected account can send and receive the required homeowner messages. An incomplete messaging path does not erase the connection or block activation payment, but homeowner messaging remains fail-closed until the required capability is proven. If contractor action is required, Spillway preserves progress and shows the exact next step.
